You take a job with Gnilraps. The job offer is somewhere near page 98 and the pay is $1.03.

For weapons, you click the big yellow EZA at the top of the forum to "order" your 1/2 price tanks.

We pay weekly depending on your work history and number of kills in the previous week, then you can use that to buy half-priced tanks from our armory.
